The Cougars bounced back from deficits of 10-0 and 17-7 to take a 28-17 lead midway through the third quarter.
An 81-yard pass gave the Miners new life and trimmed the lead to 31-29 with less than three minutes remaining. But Paul Pitts, subbing for the injured Tony Crutchfield, knocked down an attempted two-point conversion.
The Cougars appeared to be in good shape when Ansel Littlejohn's on-side kick attempt spiralled backwards to the 21-yard line.
However, a fumble thwarted BYU's attempts to run out the clock and UTEP got in position for a 45-yard field goal attempt by Jason Gillespie with 14 seconds remaining.
A high snap coupled with a well-timed leap by linebacker Scott Giles resulted in a block to preserve the Cougars' unbeaten WAC season. BYU is now 3-3 (2-0).
